The Ministry of Foreign Affairs says "1937年（昭和12年）、外務省では「外」の字をくずしたデザインの銀製バッジを作成して全省員に配布し、常に身に付けるよう励行しました". It says "バッジのデザインとなった「外」の字の紋章は、もともとは歴代外務大臣が使用していた硯箱の蓋に描かれていたもので、現在も外務省の標章として、外務省庁舎正門や外務省員の身分証明書などに使用されています".
